The fee must be paid before you can supply the NetTimers.dll as part of your commercial application or project royalty free. The one off royalty fee is due if the NetTimers.dll is supplied as part of a suite of software that is charged for. The fee must be paid if the NetTimers.dll is used as part of an ActiveX. The one off fee entitles the Licencee to a non exclusive, world wide, perpetual licence to use the NetTimers.dll, which may not be sub-licenced or assigned or transferred without the prior written consent of April16.
